I have enjoyed eating pretty good Taiwanese-style shaved ice two days in a row in a small shop among a cluster of other eateries (I also saw a Hunan joint, a cafe, and a Korean place) across from a gate into the residential area of Guangzhou Academy of Fine Arts.
